A fire risk assessment is a systematic and thorough evaluation of your premises from the point of view of fire safety. It is a legal requirement for any non-domestic premises in England and Wales — including commercial properties, HMOs, offices, warehouses, and any building where employees or the public are present.

Under the Regulatory Reform (Fire Safety) Order 2005, the responsible person must carry out a suitable and sufficient fire risk assessment and implement any improvements identified. Failing to do so can result in enforcement notices, prohibition orders, unlimited fines, or imprisonment.

Is a fire risk assessment required for an HMO? +
Yes. All Houses in Multiple Occupation require a fire risk assessment. For mandatory licensing under the Housing Act 2004 and the Licensing of Houses in Multiple Occupation (Prescribed Descriptions) (England) Order 2018, a valid fire risk assessment is a core requirement. How often does a fire risk assessment need to be reviewed? +
A fire risk assessment must be kept up to date.
